If you do not agree to these Terms in their entirety, you must immediately discontinue all use of our Services.
We reserve the right to modify these Terms at any time at our sole discretion. Any changes will be effective immediately upon posting of the updated Terms on our Services. Your continued use after any such changes constitutes your acceptance of the revised Terms. If any changes are unacceptable to you, your only recourse is to discontinue use of our Services.
2. LICENSING AND REGULATORY COMPLIANCE
2.1 Insurance Producer Licensing
Hassan Helps, LLC is a duly licensed insurance producer (NPN License #128785) authorized to sell life insurance products in all states except Alaska, Hawaii, Puerto Rico, and Wisconsin. 4. USER ELIGIBILITY AND OBLIGATIONS

- Use the Services to engage in money laundering, terrorist financing, or other financial crimes
- Attempt to reverse engineer, decompile, hack, or gain unauthorized access to any aspect of our Services
- Interfere with, disrupt, or compromise the integrity, performance, or security of our Services
- Violate any insurance laws, regulations, carrier requirements, or industry standards
- Engage in activities that could subject us to regulatory penalties, investigations, or sanctions
- Upload, transmit, or distribute any material containing malware, viruses, or other harmful code
- Collect, harvest, or obtain personal information about other users, visitors, or clients without authorization
- Use our Services in any manner that could disable, overburden, damage, or impair our systems or networks
- Submit multiple duplicate quote requests, applications, or inquiries without legitimate business purpose
- Use automated systems, bots, scripts, or other artificial means to interact with our Services
- Engage in spamming, unsolicited marketing, or other communications that violate applicable laws
- Violate any intellectual property rights of the Company or third parties
- Engage in any activity that could damage our reputation or business relationships with carriers or partners
5. QUOTE REQUEST PROCESS
5.1 Quote Request Limitations and Disclaimers
By submitting a quote request through our Services, you acknowledge and agree that:
- All quotes are preliminary estimates only and are subject to complete underwriting, approval, and final determination by insurance carriers. Initial quotes are not binding offers of insurance coverage.
- Quote estimates are based solely on the limited information you provide in the quote request and may change significantly after full underwriting, medical examinations, and comprehensive review of your health, financial, and personal circumstances.
- We make no representations, warranties, or guarantees regarding the accuracy, completeness, reliability, or availability of quoted products, rates, or terms.
- Initial quotes do not constitute an offer of insurance coverage, a guarantee of insurability, or a commitment by any insurance carrier to provide coverage.
- Final premiums, terms, conditions, and policy provisions may differ substantially from initial quote estimates based on underwriting findings, carrier guidelines, and regulatory requirements.
- Insurance carriers reserve the absolute right to decline applications, modify terms, adjust rates, or impose additional conditions at their sole discretion during the underwriting process.
- Quote estimates are subject to immediate change or withdrawal without notice based on carrier rate changes, guideline modifications, or market conditions.
5.2 No Obligation and Service Limitations
Submitting a quote request creates no obligation on either party. You are under no obligation to purchase insurance, submit applications, or engage our services further. We are under no obligation to provide quotes, pursue coverage options, or continue services. We reserve the right to decline to provide quotes, services, or coverage assistance to any individual for any reason at our sole discretion, including but not limited to risk assessment, regulatory compliance, or business considerations.

Quote estimates, if provided, are valid only for a limited time (typically 30-60 days) and are subject to change or withdrawal without notice. Quotes may become invalid, inaccurate, or unavailable due to:

- Licensing requirements vary by state and must be completed independently at your own expense, with no guarantee of successful completion or ongoing compliance.

6.3 No Employment Relationship
Nothing in these Terms, through the use of our recruiting services, or in any other agreement creates an employment relationship between you and Hassan Helps, LLC. We do not provide employee benefits, guarantee work assignments, assume employer responsibilities, or create any employment-related obligations for recruited individuals.
7. APPLICATION SUBMISSION AND ELECTRONIC SIGNATURES
7.1 Application Process Terms and Obligations
When you submit an insurance application through our Services, you agree to the following additional terms:
- All information provided in insurance applications must be true, complete, accurate, and current. Any false statements, misrepresentations, omissions, or inaccuracies may result in denial of coverage, policy rescission, denial of claims, criminal prosecution for insurance fraud, or reporting to regulatory authorities.
- You authorize us and our appointed insurance carriers to collect, review, verify, share, and retain all information provided in your application for underwriting, claims, and regulatory purposes, including obtaining additional medical records, scheduling medical examinations, conducting prescription database checks, verifying financial information, and performing background investigations.
- You acknowledge that underwriting may require extensive additional documentation, medical examinations, financial verification, lifestyle assessments, and other requirements as determined by the insurance carrier, and you agree to cooperate fully with all such requirements.
- You understand that the application process may take several weeks or months to complete, and you agree to promptly respond to all requests for additional information or documentation.
7.2 Complete Application Submission Acknowledgment
By clicking "SUBMIT APPLICATION" or any similar submission button, you acknowledge and agree to the following comprehensive terms:
Medical Information Authorization
I authorize HassanHelps.com and its appointed insurance carriers to collect, review, verify, and share all medical information provided in this application. I understand that additional medical records, examinations, tests, physician statements, and medical consultations may be required during the underwriting process. I authorize all healthcare providers to release my complete medical records to the insurance carriers and their representatives.
Accuracy and Completeness Certification
I certify that all information provided in this application is true, complete, accurate, and current to the best of my knowledge. I understand that any false statements, misrepresentations, omissions, or inaccuracies may result in denial of coverage, policy rescission, denial of claims, criminal prosecution for insurance fraud, and reporting to regulatory authorities. I acknowledge that material misrepresentation constitutes insurance fraud under state and federal law.
Comprehensive Underwriting Process
I understand that this application will be subject to full medical, financial, and personal underwriting by the insurance carrier. Coverage is not guaranteed, and final approval, rates, policy terms, and conditions will be determined solely by the insurance carrier based on their underwriting guidelines, risk assessment, and regulatory requirements.
Diabetes-Specific Underwriting Requirements
I acknowledge that as an individual with diabetes or other medical conditions, additional medical documentation may be required, including but not limited to recent A1C results, glucose monitoring records, physician statements, medication lists, diabetes management records, specialist consultations, laboratory results, and ongoing monitoring requirements.
No Coverage in Force Acknowledgment
I understand that no insurance coverage is in force until a policy is issued by the insurance carrier, delivered to me in accordance with state regulations, and the initial premium is paid in full. This application does not provide any temporary, interim, or conditional coverage of any kind.
Privacy and Data Protection Consent
I acknowledge that I have read and agree to the Privacy Policy provided by HassanHelps.com. I understand how my personal, medical, and financial information will be collected, used, stored, shared, and protected in accordance with applicable privacy laws and regulations.
Communication and Marketing Consent
By providing my contact information, I consent to receive communications from HassanHelps.com, its representatives, agents, and affiliated insurance carriers regarding my insurance application, policy servicing, and related insurance products via phone (including autodialed and prerecorded calls), email, text message, postal mail, and other communication methods, even if my number is on a Do Not Call registry.
Replacement Disclosure Acknowledgment
If I am replacing an existing life insurance policy, I understand that I will receive separate replacement forms, disclosure documents, and comparative analyses that must be completed before any new policy is issued. I acknowledge that replacement may not be in my best interest and may involve surrender charges, waiting periods, or adverse tax consequences.
Right to Review and Free Look Period
I understand that I will have the opportunity to review all policy documents during the free look period (typically 10-30 days depending on state regulations) and may cancel the policy for a full refund of premiums paid if not satisfied with the coverage, terms, or conditions.
State Licensing and Regulatory Compliance
I acknowledge that HassanHelps.com is licensed to sell insurance in my state of residence and that all transactions will comply with applicable state insurance laws, regulations, and regulatory requirements. I understand that licensing excludes Alaska, Hawaii, Puerto Rico, and Wisconsin.
Electronic Signature and Document Consent
By submitting this application electronically, I agree that my electronic signature, typed name, or digital acceptance has the same legal validity and effect as a handwritten signature. I consent to receive all policy documents, notices, and communications electronically unless otherwise required by law.
7.3 Enhanced Communication Authorization
By providing your contact information through our Services, including quote requests, recruiting inquiries, or applications, you expressly consent to receive communications from us, our affiliated agents, representatives, insurance carriers, and authorized third parties regarding your submissions and related insurance or career opportunities via phone (including autodialed, artificial voice, and prerecorded calls), email, text message, postal mail, and other communication methods, even if your number is registered on any Do Not Call registry. This consent remains in effect until you notify us in writing to remove your information from our contact lists and may survive termination of any other agreement between us.
7.4 No Coverage in Force
You acknowledge that submitting an application through our Services does not create any insurance coverage, temporary protection, or interim benefits. No coverage is in force until a policy is formally issued by an insurance carrier, delivered to you in accordance with applicable state laws, and the initial premium is paid in full in accordance with the carrier's requirements and procedures.
8. AGENT CHARGEBACK AND FINANCIAL RESPONSIBILITY AGREEMENT
8.1 Mandatory Agreement for All Agents
This Agent Chargeback and Financial Responsibility provision is a binding contract that applies to all agents, representatives, or independent contractors associated with Hassan Helps, LLC. By becoming an agent, accepting appointment with any insurance carrier through the Company, or writing any insurance business under the Company's agency codes, you acknowledge that you have read, understood, and agree to be bound by all terms of this chargeback provision.
8.2 Comprehensive Chargeback Definition
"Chargebacks" include, but are not limited to:
- Commission reversals due to policy cancellations, lapses, surrenders, or rescissions within the chargeback period (typically 12-24 months depending on carrier, but may extend longer)
- Commission adjustments due to premium reductions, policy modifications, or coverage changes
- Commission recoveries for policies that are replaced, exchanged, or transferred
- Penalties, fines, assessments, or sanctions imposed by insurance carriers for any reason
- Carrier-imposed debits for regulatory violations, compliance failures, or administrative errors
- Reversals due to fraudulent applications, misrepresentations, or material omissions
- Administrative fees, processing charges, or operational costs related to problematic business
- Costs associated with regulatory investigations, examinations, or enforcement actions
- Legal fees, settlement costs, or damages arising from agent conduct
- Interest, penalties, or late charges on any of the above amounts
- Any other amounts owed to insurance carriers, regulatory authorities, or third parties as a result of the Agent's actions or omissions
8.3 Absolute Financial Responsibility
Agent acknowledges and agrees that they are personally, individually, and solely responsible for all chargebacks resulting from business written under any agency code, license, or appointment facilitated by the Company. This responsibility is absolute, unconditional, and unlimited, regardless of:
- Whether the Agent is still actively writing business or maintaining a relationship with the Company
- Whether the Agent's contract with the Company has been terminated for any reason
- The reason for policy cancellation, lapse, or chargeback occurrence
- Whether the chargeback was within the Agent's direct control or influence
- The financial circumstances, ability to pay, or economic hardship of the Agent
- Any other factors, circumstances, excuses, or justifications
8.4 Collection and Enforcement Procedures
Upon notification of any chargeback, the Company has the immediate and continuing right to:
- Deduct the full chargeback amount from any commissions, bonuses, advances, overrides, or other payments due to the Agent from any source or carrier
- Freeze all future commission payments and withhold all compensation until the chargeback is satisfied in full
- Demand immediate payment of the chargeback amount with interest and collection costs
- Exercise any and all collection remedies available at law or in equity, including garnishment, levy, and asset seizure
- Report unpaid chargebacks to credit bureaus and collection agencies
- Pursue legal action for collection, including obtaining judgments and enforcing collection
8.5 Enhanced Liability for Prohibited Conduct
For chargebacks resulting from fraudulent, deceptive, or prohibited conduct, Agent shall be liable for:
- The full chargeback amount plus interest at the maximum legal rate
- Punitive damages equal to three times the chargeback amount
- All investigative, administrative, and operational costs incurred by the Company
- Regulatory fines, penalties, or sanctions imposed on the Company
- Reputational damages, lost business opportunities, and consequential damages to the Company
- Attorney's fees, court costs, and all collection expenses
- Any other damages or losses resulting from the prohibited conduct
8.6 Security Interest and Collateral
Agent hereby grants to the Company a continuing, perfected security interest in all commissions, bonuses, advances, overrides, and other payments due to Agent from any insurance carrier or source, whether through the Company or independently. This security interest secures payment of all current and future chargeback obligations and may be enforced without notice or additional consent.
8.7 Survival and Continuing Obligations
All chargeback obligations survive indefinitely and are not limited by the termination of any agreement between Agent and Company, the Agent's active status, or any other circumstances. Agent's liability for chargebacks continues perpetually and extends to all business written during the relationship, regardless of when chargebacks occur.
9. INTELLECTUAL PROPERTY
9.1 Comprehensive Ownership
All content, features, functionality, technology, and materials on our Services, including but not limited to text, graphics, logos, button icons, images, audio clips, video content, digital downloads, data compilations, software, source code, object code, algorithms, user interfaces, look and feel, and the design, selection, coordination, and arrangement thereof, are owned by Hassan Helps, LLC, our licensors, or other content providers and are protected by United States and international copyright, trademark, patent, trade secret, and other intellectual property or proprietary rights laws.
9.2 Limited License Grant
Subject to your strict compliance with these Terms, we grant you a limited, non-exclusive, non-transferable, revocable, and non-sublicensable license to access and use our Services solely for your personal, non-commercial purposes related to exploring insurance products or career opportunities. This license does not include the right to:
- Modify, reproduce, distribute, transmit, display, perform, or create derivative works based on our Services
- Use any data mining, robots, spiders, scrapers, or similar automated data gathering methods

- INCOME LEVELS, EARNING POTENTIAL, OR FINANCIAL SUCCESS CAN BE ACHIEVED IN THE INSURANCE INDUSTRY
- LICENSING, TRAINING, OR CAREER DEVELOPMENT WILL BE COMPLETED SUCCESSFULLY OR LEAD TO SUCCESS
- OUR SERVICES WILL BE UNINTERRUPTED, ERROR-FREE, OR FREE FROM VIRUSES OR OTHER HARMFUL COMPONENTS

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL HASSAN HELPS, LLC, OUR AFFILIATES, SUBSIDIARIES, LICENSORS, SERVICE PROVIDERS, CONTRACTORS, OR OUR RESPECTIVE OFFICERS, DIRECTORS, EMPLOYEES, CONTRACTORS, AGENTS, OR REPRESENTATIVES BE LIABLE FOR DAMAGES OF ANY KIND, UNDER ANY LEGAL THEORY, ARISING OUT OF OR IN CONNECTION WITH YOUR USE OR INABILITY TO USE OUR SERVICES, INCLUDING ANY DIRECT, INDIRECT, SPECIAL, INCIDENTAL, CONSEQUENTIAL, EXEMPLARY, OR PUNITIVE DAMAGES, INCLUDING BUT NOT LIMITED TO:
- PERSONAL INJURY, PAIN AND SUFFERING, EMOTIONAL DISTRESS, OR MENTAL ANGUISH

- COSTS OF REPLACEMENT GOODS, SERVICES, OR COVERAGE
- COSTS OF COVER OR ANY OTHER SIMILAR COSTS
- INTERRUPTION OF BUSINESS OR LOSS OF BUSINESS RELATIONSHIPS
- DAMAGE TO REPUTATION OR PROFESSIONAL STANDING
- AND WHETHER CAUSED BY TORT (INCLUDING NEGLIGENCE), BREACH OF CONTRACT, BREACH OF WARRANTY, STRICT LIABILITY, OR OTHERWISE, EVEN IF FORESEEABLE OR IF WE HAVE BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES

- DENIAL OF COVERAGE, APPLICATIONS, OR CLAIMS FOR ANY REASON
- CANCELLATION, MODIFICATION, OR RESCISSION OF POLICIES OR COVERAGE
- UNDERWRITING DECISIONS, RATING CLASSIFICATIONS, OR PREMIUM DETERMINATIONS
- DELAYED PROCESSING, POLICY ISSUANCE, OR CLAIM PAYMENTS
- CHANGES IN CARRIER GUIDELINES, AVAILABILITY, OR BUSINESS PRACTICES
- CARRIER INSOLVENCY, FINANCIAL DIFFICULTIES, OR BUSINESS FAILURES
- REGULATORY ACTIONS AGAINST CARRIERS OR POLICY MODIFICATIONS
- WE SHALL NOT BE LIABLE FOR ANY ACTIONS, DECISIONS, OR OMISSIONS OF THIRD PARTIES, INCLUDING BUT NOT LIMITED TO:
- RECRUITING PARTNERS, AGENCIES, OR EMPLOYMENT ORGANIZATIONS
- TRAINING PROVIDERS, EDUCATIONAL INSTITUTIONS, OR CERTIFICATION BODIES
- LICENSING AUTHORITIES, REGULATORY AGENCIES, OR GOVERNMENT ENTITIES
- LEAD GENERATION SERVICES, MARKETING PARTNERS, OR VENDORS
- TECHNOLOGY PROVIDERS, COMMUNICATION SERVICES, OR PLATFORM OPERATORS
- MEDICAL PROFESSIONALS, UNDERWRITERS, OR EXAMINATION PROVIDERS
11.3 Exclusions and Limitations
Some jurisdictions do not allow the exclusion or limitation of implied warranties or limitation of liability for incidental or consequential damages, which means that some of the above limitations may not apply to you. In these jurisdictions, our liability will be limited to the greatest extent permitted by law, and the limitations and exclusions set forth in these Terms will be enforced to the maximum extent legally permissible.
12. COMPREHENSIVE INDEMNIFICATION
You agree to defend, indemnify, and hold harmless Hassan Helps, LLC, our affiliates, subsidiaries, licensors, and service providers, and our and their respective officers, directors, employees, contractors, agents, licensors, suppliers, successors, and assigns from and against any and all claims, liabilities, damages, judgments, awards, losses, costs, expenses, or fees (including reasonable attorneys' fees and court costs) arising out of or relating to:
- Your violation of these Terms or any applicable law or regulation
- Your use or misuse of our Services, including but not limited to any submissions, communications, or content you provide
- Any information, data, or materials you submit through our Services
- Any misrepresentation, fraud, or deceptive conduct in any application or submission process
- Your violation of any third party's rights, including intellectual property, privacy, or contractual rights
- Any disputes, claims, or litigation arising from insurance policies or coverage obtained through our Services
- Any disputes, claims, or issues arising from recruiting activities, agent relationships, or career services
- Any unauthorized use of our Services, intellectual property, or confidential information
- Any breach of your obligations under any chargeback or financial responsibility agreement
- Any regulatory violations, compliance failures, or professional misconduct
- Any damage to our reputation, business relationships, or professional standing
- Any costs or expenses incurred in investigating or responding to any of the foregoing
- This indemnification obligation survives termination of these Terms and continues indefinitely.
13. DISPUTE RESOLUTION AND LEGAL PROCEDURES
13.1 Governing Law
These Terms shall be governed by and construed in accordance with the laws of the State of Illinois, without giving effect to any principles of conflicts of law. For any dispute relating to insurance policies, the laws of the state where the policy is issued may also apply as required by state insurance regulations and legal requirements.
13.2 Mandatory Binding Arbitration
Any dispute, controversy, claim, or disagreement arising out of or relating to these Terms, our Services, your use of our Services, any insurance applications or policies, any agent relationships or agreements, or the breach, termination, enforcement, or validity thereof, shall be settled by binding arbitration administered by the American Arbitration Association in accordance with its Commercial Arbitration Rules and the Expedited Procedures in those Rules where applicable.
The arbitration shall be conducted by a single arbitrator knowledgeable in insurance, business, and commercial matters, and shall take place in Cook County, Illinois. The arbitration proceedings shall be conducted in English, and all documentation shall be presented and filed in English.
The arbitrator shall have exclusive authority to resolve all disputes, including disputes concerning the scope, validity, enforceability, or interpretation of this arbitration provision. The arbitrator shall have the power to grant any remedy or relief that would be available in court, including the award of attorneys' fees, costs, and punitive damages when authorized by law.
The arbitrator's award shall be final and binding on all parties, and judgment may be entered on the arbitrator's award in any court of competent jurisdiction.
13.3 Class Action and Representative Action Waiver
YOU AND HASSAN HELPS, LLC AGREE THAT EACH MAY BRING CLAIMS AGAINST THE OTHER ONLY IN YOUR OR ITS INDIVIDUAL CAPACITY AND NOT AS A PLAINTIFF OR CLASS MEMBER IN ANY PURPORTED CLASS ACTION, REPRESENTATIVE ACTION, COLLECTIVE ACTION, OR MASS TORT PROCEEDING.
Unless both you and Hassan Helps, LLC agree otherwise in writing, the arbitrator may not consolidate more than one person's claims and may not otherwise preside over any form of a representative, class, or collective proceeding.
13.4 Small Claims Court Exception
Notwithstanding the arbitration requirement, either party may bring an individual action in small claims court for disputes within the jurisdiction and monetary limits of such court, provided the action is brought in Cook County, Illinois.
13.5 Limitations Period
YOU AND HASSAN HELPS, LLC AGREE THAT ANY CAUSE OF ACTION ARISING OUT OF OR RELATED TO OUR SERVICES MUST COMMENCE WITHIN ONE (1) YEAR AFTER THE CAUSE OF ACTION ACCRUES. OTHERWISE, SUCH CAUSE OF ACTION IS PERMANENTLY BARRED.
13.6 Injunctive Relief
Notwithstanding the arbitration requirement, either party may seek injunctive or other equitable relief in any court of competent jurisdiction to prevent or remedy unauthorized use of intellectual property, confidential information, or other irreparable harm.
14. TERMINATION
14.1 Termination by Company
We may terminate or suspend your access to all or part of our Services, including any account you may have, immediately and without prior notice, for any reason or no reason, including, without limitation, if we believe that you have violated or acted inconsistently with the letter or spirit of these Terms, engaged in fraudulent or deceptive conduct, or pose a risk to our business, reputation, or regulatory compliance.
14.2 Termination by User
You may terminate these Terms at any time by discontinuing your use of our Services and closing any account you have with us. If you have active insurance policies placed through us or agent relationships with us, termination of these Terms does not automatically terminate your insurance coverage, our broker of record status, or any chargeback or financial obligations.
14.3 Effect of Termination
Upon termination for any reason, your right to use our Services will immediately cease. All provisions of these Terms which by their nature should survive termination shall survive termination indefinitely, including, without limitation, ownership provisions, warranty disclaimers, indemnification, limitations of liability, dispute resolution provisions, chargeback obligations, and intellectual property
14.4 Post-Termination Obligations
Following termination, you agree to:
- Immediately cease all use of our Services, intellectual property, and confidential information
- Return or destroy all materials, documents, and information obtained through our Services
- Continue to honor all financial obligations, including chargeback responsibilities
- Maintain confidentiality of all proprietary information indefinitely
- Comply with all non-solicitation and non-compete obligations that may apply
- Not interfere with our business relationships or attempt to divert clients or agents
15. INSURANCE-SPECIFIC PROVISIONS
15.1 Comprehensive Replacement Disclosure
If you are considering replacing an existing life insurance policy, you acknowledge that:
- You must receive, review, and sign all required replacement forms, notices, and comparative analyses as mandated by state regulations
- Replacement may not be in your best interest in all circumstances and may result in financial disadvantage
- There may be surrender charges, withdrawal penalties, or loss of benefits associated with terminating existing coverage
- New policies may be subject to new contestability periods, suicide exclusion periods, and pre-existing condition limitations
- You may be subject to new underwriting requirements and potentially higher premiums based on current age and health status
- Tax implications may arise from policy replacements, including potential income recognition or loss of tax benefits
- Waiting periods may apply before new coverage becomes fully effective
- You have the right to compare policies and should carefully consider all factors before proceeding with replacement

- Attending Physician Statements (APS) from your healthcare providers

For applicants with diabetes or related metabolic conditions, additional underwriting requirements typically include:
- Recent hemoglobin A1C test results (usually within the last 90 days)
- Complete diabetes treatment history and management records
- Current medication list with dosages and prescribing physicians
- Blood glucose monitoring logs and patterns
- Diabetes complications assessment and medical records
- Ophthalmologic examination results for diabetic retinopathy screening
- Nephrology reports and kidney function tests
- Cardiovascular assessment and testing
- Neurological evaluation for diabetic neuropathy
- Podiatric examination for diabetic foot care

We will not be liable for any failure, delay, or inability to perform our obligations under these Terms where such failure, delay, or inability results from any cause beyond our reasonable control, including, without limitation, acts of God, natural disasters, fire, flood, severe weather, earthquake, terrorism, war, civil unrest, labor disputes, government actions, regulatory changes, pandemics, cyber attacks, technology failures, internet outages, power failures, equipment malfunctions, or other similar events. During any such events, we may suspend or limit our Services without liability until normal operations can be resumed.
